Farm Storage Facility Loan Program


Megan and the team at the Barbourville Farm Service Agency Service Center want to encourage participation in the FSFL program. This loan program provides low-cost financing for producers to build or upgrade on-farm storage, handling facilities, and storage and handling trucks. FSFL’s can be used for items such as drying and cooling equipment, safety equipment, cold storage buildings, hay barns, and grain bins. The FSFL program benefits producers who lack local commercial storage options or have limited marketing options for their commodities at harvest time. The maximum principal amount of a loan through FSFL is $500,000.

FSFL loans a permitted to cover any on-farm storage and handling facility or structure, storage and handling equipment, or storage and handling truck for which to store a harvested commodity. Such commodities can be but are not limited to: corn, grain sorghum, oats, wheat, barley, rice, raw or refined sugar, soybeans, sunflower seed, canola, rapeseed, safflower, flaxseed, mustard seed, sesame seed, other grains and oilseeds as determined and announced by CCC, dry peas, lentils, or chickpeas harvested as whole grain, peanuts, hay, renewable biomass, fruits and vegetables (including nuts), aquaculture, floriculture, hops, milk, rye, triticale, maple sap, honey, meat, poultry, eggs, cheese, butter, yogurt, and other storable commodities as determined by the Secretary. Corn, grain sorghum, wheat, and barley are included whether harvested as whole grain or other than whole grains. Eligible facilities can be new or used, fixed or portable.

Participants are required to provide a down payment of 15 percent, with CCC providing a loan for the remaining 85 percent of the net cost of the eligible storage facility and permanent drying and handling equipment. Loan terms of 7, 10 or 12 years are available depending on the amount of the loan. Interest rates for each term rate may be different and are based on the rate which CCC borrows from the Treasury Department.
