Clay County has seven special districts that are in what state Auditor Adam Edelen calls a “Ghost Government.”
Edelen released a report last week that lists more than 1,200 special districts, that are mostly unelected entities such as libraries, sanitation districts and public health departments that have the ability to fee and tax but operate with little oversight and accountability.
