Perry County Man Faces Multiple Charges Following Alleged Kidnapping Incident

HAZARD, Ky. – A Perry County man is facing several charges after allegedly kidnapping a minor and leading police on a chase Sunday afternoon.
Officers with the Hazard Police Department were called to Hopper Circle on April 27 in response to a reported kidnapping. Following an investigation, authorities located 26-year-old Andrew Oliver of Vicco and the minor riding a four-wheeler near the intersection of KY-476 and Lotts Creek Road.
According to police, upon spotting officers, Oliver fled down Lotts Creek Road. While attempting to get away, he looked back toward officers, lost control, and drove the four-wheeler over an embankment.
The minor sustained non-life-threatening injuries and was later reunited with their mother, officials said.
When officers reached Oliver, they discovered he was carrying a handgun and was in possession of alcohol and narcotics.
Oliver was medically cleared before being taken into custody. He now faces several charges, including kidnapping of a minor, first-degree wanton endangerment, possession of a firearm by a convicted felon, operating a motor vehicle under the influence of alcohol or controlled substances (first offense), driving on a suspended license following a DUI (first offense), and multiple all-terrain vehicle violations.
