Clay County Man Arrested in Hazard After Threats Toward Police Officers

A Clay County man was taken into custody in Perry County after allegedly threatening Hazard Police Department officers during an incident on Morton Boulevard.

According to reporting from the Hazard Herald and an arrest citation filed by Hazard Police Officer Malcolm Trent, officers were dispatched on the afternoon of Oct. 30 to investigate a man walking in the roadway and yelling at passing vehicles.

When officers arrived, the man — identified as Kevin Combs, 49, of Muddy Gap Road in Manchester — reportedly began shouting at Sgt. Michael Ritchie, stating, “I’ll blow your brains out,” despite multiple warnings to stop.

The citation says Combs ran briefly before stopping and placing his hands into his pants beneath a sweatshirt, yelling, “Kill me; I’ll kill you all.” Officers reported he then brandished what appeared to be a firearm concealed beneath his clothing.

Officer Trent wrote that the officers on scene, including Lt. Tyler Day, drew their service weapons and instructed Combs to show his hands. Officers also moved into heavy traffic to shield pedestrians from the confrontation.

Combs then removed his hands and revealed he had been making his fingers into the shape of a gun, according to the citation. As officers holstered their weapons and advanced, Combs allegedly threw a canned beverage at Lt. Day, nearly striking him.

Once officers subdued and arrested Combs, he reportedly became combative and claimed to be Jesus Christ. Trent noted Combs appeared to be “manifestly under the influence of an intoxicating substance.”

Combs was transported to the Kentucky River Regional Jail, where he was charged with:

  • First-degree wanton endangerment of a police officer (three counts)

  • Third-degree assault

  • Third-degree fleeing or evading police

  • Resisting arrest

  • Third-degree terroristic threatening

  • Public intoxication

  • Criminal littering

  • Menacing

No injuries were reported during the incident.
